REQUEST FOR EXPRESSIONS OF INTEREST  (CONSULTING SERVICES– FIRMS SELECTION) REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION) HOT

An independent firm (“Consultant”) will be hired to provide consulting services (“the Services”) that will include a facilitation of a baseline survey in the above-mentioned four watersheds to establish baseline data and information that will be used to track, measure and evaluate SAPIP’s impacts, results and outcomes.

The Consultant will develop and conduct a baseline study (using appropriate methodologies and tools) in order to establish credible baseline for a selected set of indicators included in HAPAS’s results framework. The survey will gather information and data to be grouped into the following focus areas but not limited to: (1) Socio-economic and demographic characteristics of the survey households; (2) Food security and nutrition status of the households; (3) Agricultural productionof the farm households; (4) Livestockincluding types of livestock owned by the household; (5) Post-harvest management including existing post-harvest practices; (6) Agricultural marketing; (7)Agricultural services and extension, (8) Environmental and conservation practices; and (9) Gender- and youth-related activities and issues.

 

The baseline survey will collect both quantitative and qualitative data. The survey design should also accommodate subsequent data-collection for the mid-term evaluation and for the impact assessment survey at the end of the project. A combination of, but not limiting to, (sample) household surveys, key informant interviews, and focus group discussion is required. The study will factor in and refer to the key result indicators of the project outlined in the Results Framework (see Annex 1 of the ToR) of the Project. The consultantfirm will develop questionnaires potentially also including existing secondary data from relevant modules (ie. the Timor-Leste Living Standards Measurement Survey (LSMS) and others.

The Services are expected to be completed within 16 weeks.

The Project Management Unit (PMU) of SAPIP/HAPAS, now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:(i) Organization profile/core business with proofas a legal entity in Timor-Leste (copy of registration certificate required); (ii) Solid experience in similar baseline surveys relevant to the agriculture sector (minimum 5 years); (iii) Experience working in cooperation with donor-funded projects in Timor Leste; (iv) Experience in qualitative and quantitative researches; (v) Availability of appropriate Consultant profiles: Statisticians, Agronomist, Economists and Sociologists.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultant Qualifications Selection method set out in the Consultant Guidelines.
